Javascript in a matrix question

I am trying to create a link to a Javascript file at the end of a matrix question. My intent is to have a button which folks can press that will tell them how many topics they have selected (they need to select 25 out of a large list). I know there is a way to check this with validity settings, but the matrix is fairly complicated and that won't work.

I have a line at the start of the matrix question that is as follows: <script language="JavaScript" "/opinio/upload/file/lendincr/essential.js"></script>

However, this seems to bring up my button sometimes, but often not. Not sure exactly what is going on.

Is there a way to point consistently to a '.js' file I have uploaded into my directory?
