manual reopening of surveys

I used to be able to reopen surveys on Opinio, and beginning a few days ago, whenever I try to reopen a survey, I get an error message saying "Survey could not be reopened and sent to any of the selected respondents. Please check your email server settings. "
Is there any reason this might be happening?
